VIRGINIA BEACH — The Independent News submitted questions to candidates for U.S. Congress, sheriff and City Council and School Board seats, including mayor, who is a member of the City Council. Responses appear on the following pages. This guide originally appeared in print on Sunday, Sept. 22. As of this writing, some print copies remain available on our secondary racks.

Our newspaper never makes political endorsements because it is not our job to tell you how to think. We offer our annual voter guide edition to help our neighbors make their own decisions and read the candidates’ positions in their own words. The answers on the pages that follow are not edited by us, aside from minor grammar or style issues. All candidate responses on the following pages appear in ballot order based upon sample ballot guides.

My deepest thanks go to Rick Friday for our Neptune illustration, Charles Apple for our district maps, and Cortney Morse Doucette, who read behind me. I am grateful to several contributors who adjusted schedules to make this edition possible and to the Virginia Beach Voter Registration & Elections Department.

I’m also thankful for all of the candidates who took the time to respond to our questions. This is the largest guide we have done to date, and every candidate who decided to participate was very thoughtful about our production deadlines.  

This is the second local election for City Council and School Board seats under a 10-district system that is reflected by the map available below. 

There is ongoing litigation about this system, but the election is going ahead this year using it, and the information that follows reflects the sample ballot guides available from the city registrar.
